Article 2 Employees of off-campus training institutions refer to the staff of institutions that provide off-campus training for primary and secondary school students and preschool children over 3 years of age according to regulations, including teaching staff, teaching and research staff and other personnel. Among them, teaching staff refers to those who undertake training and teaching, and teaching and research staff refers to those who train and research; Assistants such as teaching assistants and shift attendants shall be managed according to other personnel. Article 3 These Measures are applicable to the recruitment of persons with nationality, and the recruitment of foreign personnel shall comply with the relevant provisions of the state. Chapter II Recruitment and Dismissal Article 4 Employees of off-campus training institutions shall meet the following requirements: (1) Adhere to the guidance of socialism with characteristics in the new era, support the leadership of the party and the socialist system with characteristics, fully implement the party&;s educational policy, and carry out the fundamental task of moral education; (two) patriotic law-abiding, abide by the constitutional principles, abide by laws and regulations, and perform all duties according to law; (three) have good ideological and moral character and professional ethics, civilized behavior, care for students; Teaching, teaching and research personnel should also be exemplary, caring and dedicated; (4) Teaching and research personnel should be familiar with the laws of education and teaching and the characteristics of students&; physical and mental development. Those who engage in disciplinary management training must have corresponding teacher qualification certificates, and those who engage in non-disciplinary management training must have corresponding professional (professional) ability certificates; (5) Non-in-service teachers in primary and secondary schools and kindergartens. Article 5 Employees of off-campus training institutions shall not be the following persons: (1) those who are included in the &”;blacklist of employees of off-campus training institutions&”; management; (2) Being deprived of political rights or being punished with fixed-term imprisonment or more for intentional crime. Article 6 In principle, the full-time teaching and research staff of off-campus training institutions shall not be less than 50% of the total number of employees in the institutions. For offline training for primary and secondary school students, the full-time teaching staff in each shift should not be less than 2% of the number of students in principle; For offline training for preschool children over 3 years old, the number of full-time trainers in each shift should not be less than 6% of the number of children in principle. Article 7 Off-campus training institutions shall conclude, perform, change, dissolve or terminate labor contracts with the employees in accordanc《劳动合同法》. Article 8 Off-campus training institutions shall standardize the management of employees: (1) Off-campus training institutions shall inquire about the information of illegal crimes such as sexual assault on the employees to be recruited and the employees to be dispatched to the institutions by labor dispatch units; (2) Off-campus training institutions shall sign a written labor contract with the employees according to law, specifying the work content, work place, working hours, job responsibilities, term of the labor contract, labor remuneration, social insurance and assessment methods, etc.; (three) for the first recruit personnel, should carry out job training, the content should include laws and regulations, professional ethics.And the requirements of relevant policy documents; (4) The basic information (names, photos, etc.) of teaching and research personnel, teachers&; qualifications, teaching experience, teaching courses, etc. should be publicized in prominent positions on institutional training places, platforms and websites, and put on record in the national unified supervision platform in time. Other employees&; information should be publicized within the organization. Article 9 Off-campus training institutions shall publicly make written commitments to the society and the trainees, and the recruitment of employees shall conform to the provisions of Articles 4, 5, 6 and 7 of these Measures. Tenth off-campus training institutions should regularly carry out ideological and political quality and professional ability training for employees, and improve the education and research ability and service guarantee level. Article 11 Employees of off-campus training institutions shall not have the following circumstances: (1) words and deeds that damage the authority of the Party Central Committee and violate the party&;s line, principles and policies; (two) harm the interests of the state, harm the public interest, or violate the public order and good customs; (3) publishing and forwarding wrong opinions through classrooms, forums, lectures, information networks and other channels, or fabricating and spreading false information or bad information; (4) Discriminating and insulting students, and committing, injuring, corporal punishment or corporal punishment of minors in disguised form; (five) in teaching, training and other activities in case of emergencies, facing danger, regardless of the safety of students, AWOL, to escape; (6) having behaviors such as proper relationship, existence and sexual harassment with students; (seven) to ask for and accept improper property or interests from students and parents; (eight) be investigated for criminal responsibility according to law; (nine) taking drugs and other violations of public security management laws and regulations; (ten) illegal missionary or religious activities; (eleven) to publicize or engage in. Chapter III Inspection and Supervision
