Hello, everyone, I&;m Yong Tan. Guangzhou&;s &”;grabbing people policy&”; started in 2020 can be said to have reached the highest peak in history. Some time ago, it was reported that Guangzhou tried to implement &”;cross-city recognition&”; for major cities in the Yangtze River Delta and Pearl River Delta, which has caused an uproar. In fact, 《广州市花都区人才绿卡暂行实施办法》 has been implemented in Huadu District of Guangzhou since June, which means that qualified people can enjoy the treatment of Guangzhou citizens, such as buying a house, buying a car and enrolling their children, by getting a green card in Guangzhou. The adjustment of the talent policy is definitely very good for the introduction of talents in Huadu District, and it is also good news for the housing prices in the region. I would like to take this opportunity to briefly talk about my observations. Since 2020, the city of Guangzhou has obviously d its efforts to talents. Among the first-tier cities, the conditions offered by Guangzhou are the best at present. Compared with Guangzhou&;s plan to implement &”;cross-city recognition&”; at the end of July, Huadu District of Guangzhou has begun to implement the talent green card measures. Undoubtedly, Huadu District has taken the lead in the competition for talents. What is the talent green card policy in Huadu District before you start? Simply put, as long as they meet the six categories of talents recognized by Huadu District, they can apply for a talent green card (you can search for the specific talent classification yourself). Then, after obtaining the talent green card in Huadu District, you can enjoy the treatment of Guangzhou citizens such as buying a house, buying a car and enrolling your children without moving your hukou. It can be said that after such measures, the current household registration system is directly bypassed, which has a great positive role in promoting the introduction of talents, and it is also a &”;loosening&”; of existing housing purchase restrictions and other measures. Some observations: Most cities in China, including Guangzhou, still implement real estate regulation and control on the basis of traditional restrictions on purchases, loans and sales. A large part of these restrictions is household registration, which will undoubtedly weaken the existing real estate regulation and control after the talent green card policy. As a traditional first-tier city, Guangzhou is not weak in attracting talents. Attracting talents through talent introduction is undoubtedly a boost to the Guangzhou property market. To be honest, Guangzhou&;s housing prices are relatively low in first-tier cities, which is also the key point that many local friends in Guangzhou vomit. But then again, if it weren&;t for the relatively low housing prices in Guangzhou, Guangzhou would not have been able to reach the level of 400,000 permanent residents for many years. The talent policy in Huadu District can only be enjoyed in Huadu District, which we need to make clear. Different from the cross-city recognition that Guangzhou Yahong may implement in the future, Huadu District only opens a bigger door for talents recognized by Guangzhou, but the purchase of houses, cars and children&;s education can only be enjoyed in Huadu District. Whether it is the scope of choice or the right of choice, it is actually not in Huadu District. In the context of Guangzhou&;s overall liberalization of talent introduction, why does Huadu District dare to take the lead? This has a lot to do with the low housing price in Huadu District itself, which is less attractive to talents. The figure shows the price trend chart of new commercial housing in Huadu District of Guangzhou in the past year, which is released by Anjuke. We can see that compared with Guangzhou, the current average housing price has been reduced. After reaching 32,000, the average house price in Huadu District is less than 20,000. Every city has its own value depression, and Huadu District of Guangzhou, like the suburbs of many provincial capitals, is often not favored by local and foreign populations. If Huadu District adopts this method, it will undoubtedly attract graduates from 985 and 211 universities to settle down. After all, even if the house price is even lower, it will be difficult for people to move away once they buy a house and settle down. The adjustment of talent policy in Huadu District of Guangzhou is a test of water, but it is obvious from the performance of housing prices that &”;the market does not buy it&”;. Huadu District is not only stable in the price trend of new houses, but also very general in the price trend of second-hand houses, which has limited attraction to capital and population. The above picture shows the price trend of second-hand houses in Huadu District in the past year. It can be seen that except for the slight upward trend in February 2020, the overall price of second-hand houses in Huadu District is stable or slightly increased. The trend of second-hand housing prices to a certain extent illustrates the fact that &”;capital does not recognize this area&”;, and the area that capital does not recognize basically means that the foreign population does not recognize it. After all, when you enter Guangzhou, you still want to develop in Yuexiu District and other traditional old areas. The resources and industrial layout here are more in line with the needs of middle and high-level talents. Although Guangzhou is a first-tier city, the unbalanced regional development is still widespread, and Huadu District belongs to this situation. According to the published data, in 2019, Huadu District had a registered population of 811,300, a registered population of 461,300 in urban areas and a registered population of 350,000 in rural areas. In other words, the urbanization rate of household registration is only 57%, and the urbanization rate of permanent residents is only 68.8%. What you need to know is that the average urbanization rate of permanent residents in Guangzhou in 2019 is 86.46%! There is no doubt that the development of Huadu District itself belongs to the relatively backward jurisdiction of Guangzhou. A city&;s attraction to talents sometimes depends not only on policies, but also on its own industrial and economic development. Guangzhou Huadu District has recently adjusted its talent policy, which obviously intends to attract talents. However, it is hard to say how much impact it will have on housing prices. On July 27th, after Huadu District implemented the talent green card policy, th《广州市优化营商环境条例(草案)》 released by Guangzhou mentioned the promotion of mutual recognition of household registration in cities such as the Yangtze River Delta and the Pearl River Delta. Once implemented, it will definitely weaken the attraction of Huadu District. As mentioned above, the industrial and economic development level of Huadu District in Guangzhou is not excellent, and there is actually nothing particularly attractive except the relatively friendly housing prices. However, what everyone needs to know is that &”;house price is the embodiment of resource concentration&”;, which means that the higher the house price, the more high-quality resources will be gathered, and vice versa. The attraction of a city to talents is not only as simple as housing prices, but also for any region. In a sense, the talent policy in Huadu District is similar to the &”;undergraduate graduates can buy houses if they have jobs&”; implemented in cities in central Changsha and Zhengzhou, except that the threshold has been raised to 985/211. How attractive is it?How much impact does it have on housing prices? In fact, we can see some clues from the trend of housing prices in Changsha and Zhengzhou. The talent policy must focus on attracting talents. We understand the sense of urgency in Huadu District, Guangzhou, but we still need to strike while the iron is hot. At the national symposium on July 24th, Vice Premier the State Council once again emphasized the main tone of regulation and control, such as &”;staying in a house and not speculating&”; and &”;not using real estate as a short-term means to stimulate the economy&”;. That is to say, in the second half of 2020, price increases are definitely not allowed. In fact, some aspects of talent introduction adopted by Huadu District hope to attract foreign people to buy real estate and boost local housing prices. But will people with higher education be so easy to be &”;takers&”;? It&;s really hard to say. To sum up, the recent adjustment of talent policy and the implementation of talent green card system in Huadu District of Guangzhou are really good for those who want to settle in Guangzhou. However, due to the industrial and economic development of Huadu District itself, it is generally difficult to attract talents. Moreover, this part of talents is also the object of competition in major cities across the country. The strength of Huadu District is really weak, and the impact on housing prices can be basically ignored. What do you think? Originality is not easy to reprint without permission.
