All passenger stations in Guangzhou City have taken measures to stop selling tickets and suspend flights, and at the same time provide passengers with refund and change services. After the first-level emergency r《广州市防汛防旱防风防冻应急预案》 was issued by Guangzhou General Office on September 26th, 2016. The preparation of the emergency plan is to improve the disaster reduction system of flood control, drought prevention, wind prevention and frost prevention (hereinafter referred to as &”;Three Preventions&”;) in Guangzhou, carry out emergency rescue and disaster relief in an efficient and orderly manner, effectively defend against flood, drought, wind and frost disasters, minimize casualties and property losses, and ensure comprehensive, coordinated and sustainable social development. Starting conditions for Class I emergency response against rainstorm: Three districts and above in the city issued red rainstorm warning and started Class I emergency response against rainstorm. Emergency response measures against rainstorm According to the natural environment characteristics of Guangzhou, the emergency work against rainstorm in Conghua, Zengcheng, Huadu, Huangpu and other districts focuses on preventing mountain torrents, while that in other districts focuses on preventing waterlogging. Level I response measures for rainstorm prevention (1) The city&;s three defense headquarters: the general commander takes command of the town, presides over a consultation meeting, and judges and deploys emergency work for rainstorm prevention; Strictly supervise the implementation of rainstorm prevention work by all relevant units and district three defense headquarters; Do a good job in emergency rescue and disaster relief. (2) Defense tips: ① Do a good job in flood control and drainage in low-lying areas such as road surface water accumulation, culverts and tunnels, underground garages, shopping malls, subways and underground spaces. (2) to do a good job in the patrol and monitoring of flash floods, and organize emergency rescue immediately when problems are found. (3) Organize personnel working (operating) in dangerous areas (except for special requirements) to stop their operations and immediately move to a safe place for temporary shelter; Organize personnel in low-lying and waterlogged areas, dangerous buildings, slopes, simple sheds, underground spaces, retaining walls, rivers, reservoirs and other areas where danger may occur to evacuate immediately and make proper arrangements. (4) schools are closed, and teachers and students at school (including on the school bus) are well protected, transferred and returned home. ⑤ Timely release the latest traffic conditions to citizens and vehicles to remind citizens to avoid flooded and congested roads. ⑥ Conduct traffic guidance on congested road sections, and implement traffic control when necessary. ⑦ Outdoor large-scale activities are suspended, outdoor tourist attractions are suspended, and necessary protective measures are provided for stranded personnel. Today, all kinds of professional rescue teams are fully engaged in rescue and relief work. 9 Media and communication operators issue red rainstorm warnings through audio-visual media such as television, radio, short messages, and the Internet, and broadcast relevant guidelines to prevent rainstorms, reminding citizens to suspend outdoor activities; City personnel close doors and windows to prevent rainwater from soaking indoors; In case of indoor flooding, immediately cut off the power supply and move to a safe place to avoid danger if necessary.
