Which cities in Europe welcome foreigners most?

I have traveled to three European countries: Greece, Spain and Portugal, and I have been to Athens, santorini, Mykonos, Barcelona, Valencia, Madrid, Lisbon and Porto. I can only talk about the feelings of these cities.
